Brooke Moore (Conservation Technician II) is our lead for USDA programs such as CREP, RCPP, EQIP, etc. She also takes the lead on all large OWEB grants. Brooke has USDA Planner clearance to certify various conservation practices and she is FAA certified to operate drones.

Kristen Neuburger (Conservation Technician I) is our lead for all noxious weed programs. She also takes the lead on all OWEB small grants and assists with large grants. Kristen is currently working to obtain her ODA Applicator’s license.
Wheeler Soil and Water Conservation District is fully committed to providing accessible facilities, elements and
channels of communication to all members of the public. As part of this commitment, Wheeler Soil and Water Conservation District
